I heard that a project was throwing this error on attempts to run it in a browser via Visual Studio. The full error complained about integrated Windows authentication.
What you need to do is go to the project via IIS and being up its properties. Then click over to the Directory Security tab, and under the first section, Anonymous access and authentication, there is an edit button. Click it, then down at the bottom you will see the checkbox for integrated Windows authentication. Check that box! Hit OK! And you should be all set.

I got a different error when I tried to run the project “Unable to start debugging on the web server. The server does not support debugging of ASP.NET or ATL Server applications.”
It might be because my ASP.NET was not installed correctly in the first place because my localhost could never run aspx pages.
http://support.microsoft.com/kb/318465/EN-US/ solved my problem. Following the resolution in the article I ran aspnet_regiis -i for both .net 1.1 and .net 2.0 framework. Now I not only can run the problem project but also can run all projects directly through localhost without using Visual Studio.
glad that worked :) as for localhost working in the first place - don't know if this is what happened but back in the days of .NET 1.1 you had to install IIS BEFORE you installed Visual Studio. don't know if that is still the case but whenever I'm do a fresh OS install I add IIS before the Visual Studio software.
